I am a researcher and practitioner working on digital governance, digital infrastructure, and AI policy. I conduct research and advise governments, international organisations and industry. My work asks how digital infrastructure gets designed, governed, and contested, and moves between policy engagement, strategy and peer-reviewed research.

Technology is neither good nor bad, but never neutral, as Kranzberg put it: what gets built reflects the interests and incentives of the people and institutions behind it, and governance is how those interests get engaged rather than designed away. The future is also already here, just unevenly distributed, as Gibson said — which is why I pay close attention to what's happening at the margins: it's usually where everyone else's future shows up first.

I treat building real systems — not just writing about them — as part of that practice.
